Fires when the horse has at least one career win (life_wins > 0), at least 8 valid finishes in the last-10 array, and none of those 8 are a win. A horse with proven ability to win that has gone 8 or more starts without doing so is experiencing something beyond normal variance — it may be facing unsuitable conditions, declining in ability, experiencing chronic unsoundness, or being raced by a trainer who is unable to identify the right spot. The contrast between career ability and recent failure is the defining feature of this flag.
