This is a stronger signal than TRACK_SPECIALIST alone because it adds the surface dimension — a win at this track on dirt is not relevant if today is on turf, and vice versa. The combined specificity of venue and footing is a more precise indicator of proven suitability and is particularly relevant at tracks where dirt and turf run very differently.
