Similar to DIST_UNPROVEN in structure, SURFACE_UNPROVEN indicates a horse with some surface exposure but not enough to confidently assess its suitability. One good run on turf does not establish a turf horse; one poor run does not eliminate turf as an option. The small sample prevents any confident conclusion either way.
