At face value this is informational — it may help explain a poor last-race result. The negative weight reflects the fact that trouble can signal recurring problems (horses that get into trouble frequently often continue to do so) rather than purely bad luck. TROUBLED_TRIP_REVERSAL (a positive) fires simultaneously when the horse still ran a competitive race despite the trouble.
